October 10th Meeting Minutes

We discussed the goals for the Maeser Neighborhood. It was decided that our first priority should be to get more involvement from the community in general. To do so we decided to send out a newsletter with survey. Sariah Hillam will put together a survey to determine what issues the neighborhood is interested in or concerned about. Clarissa O’Connor will put together the newsletter once it is ready. The newsletter will cover recent major events and news. It will include neighborhood information such as phone numbers for different city services. The newsletter will go out by November so that we have survey results back in time for our January neighborhood meeting where we can decide our goals for the year.

The League of Women Voters of Utah County is sponsoring a Meet the Candidate night for the Provo City Council Candidates–Steve Turley, Coy Porter (city-wide); Mark Sumsion, Cynthia Dayton (District 1); Melanie McCoard, Midge Johnson (District 3); and Sherrie Hall Everett, Howard Stone (write-in), Barbara Sandstrom (District 4). Fall Clean Up Schedule

The Fall Clean Up is when the City puts dumpsters in the neighborhoods for a week at a time. The schedule shows which week and what location where the dumpster will be for anyone to use. It is a great opportunity for neighborhoods to clean up without the cost of the city dump or having to haul it any further than the dumpster in a close neighborhood.

The one closest to us will be at 1315 E. 900 S. (Church) Thur – Sat the week of October 22nd – 27th.

August CNCRR meeting

Cable clutter
Cable clutter may be addressed by high density electricity health issues.

Zoning Violations
When a property owner is in violation of an ordinance they receive a notice giving a deadline for compliance. When they go past the deadline the matter goes to finance department for assesment of fees and collection. Fees can affect the sale of a home but not always. City council member states that city can put a lien on a property but staff states staff cannot. No clear answers on this issue but it is of importance. If the city has no teeth (or doesn’t know how to use them) then it doesn’t matter what zoning says.

Provo Crime Free Mult-housing Program
A three phase certification program renewed yearly.

  1. Management Training
  2. Premises Security Assessments
  3. Resident Training

Basically this program teaches landlords how to create safer environments that protect their residents and effectively reduce crime in their area. It is currently run by Officer Siufanua but he is rotating out to patrol soon. It looks to be a very good program but it’s anyone’s guess how well it will survive the change in leadership. A similar program in Mesa, Arizona dropped the crime rate dramatically, simply by teaching landlords to have good lighting, secure properties and a few other basics.

August Neighborhood Meeting Minutes

Coy Porter

  • Lifelong resident of Provo
    • Dad was Police officer in provo, served two terms on city council
  • Just retired July 1
  • Served on governors homeland security task force
  • Managed 7.3 mil budget
  • 80 employees

Why running?

  • good timing – just retired
  • i am consensus builder
  • Live in Franklin neighborhood
  • would prefer to run just within district

Issues

  • Sat on 20/40 planning groups – traffic, needs a lot of work still
  • development
    • we’re land-locked – density, infill issues(?)
  • Budget
    • 30 min review with council/yr.
  • Mayor
    • don’t always agree w/mayor – very autocratic – supported him once decisions were made

Questions:
Energy
Decisions are being made based on current energy consumption and traffic patterns. Natrual gas and petroleum are running low. How do you approach that?

part of it is lifestyle. some work has been done on bus routes. UTA wanted to tax Provo for building and maintenance on the property. .25 tax. city saves .40/gal when they buy gas. city vehicles require a large fuel budget. we need to lead the way in planning for growth. bigger I-15 is not the solution. light rail, trax, community education to increase ridership. increase sales tax base to fund it (number of people). corridors are limited by mountain and lake. long term? freeway on the other side of the lake. causeway across lake? needs to change.”

Recycling
cost factor for individual because there is not enough usage
community collection points?
can’t just keep filling up the landfill
As long as we’re charging for blue cans, participation will stay low

iProvo
AT&T would not come in and provide the fiber.
I think it’s a long term investment ($40mil)
Have made debt service payments
Just like another utility service
Property does not drive the city budget, sales tax does
Legislature restricted Utopia’s ability to get money from iProvo
Kevin Garlic is working hard for it now
Many other cities are spending more per dollar

Downtown neighborhoods
Big proponent of owner occupancy
A lot of residences have turned into rentals
Grateful for NHS work
Paul Glauser with redevelopment has been active but money is limited
Keeping vitality up is challenging
We’ve been hard on enforcement, but that’s because we’re not a community

City-wide issues
there’s been a lot of unintended consequences
money is hard to use fairly across communities
green-space is good
county seat, and byu don’t pay property taxes (our main source of income is sales tax)

After Coy finished we discussed these issues as

  • Racoons in Rose Roberts yard
  • Graffiti
    • Caught Joker1/PBL
  • 715 E 200 s has been referred to mobile watch for suspicious activity
  • Food and Care coalition is looking at moving to East Bay
    • Officer Kenkel supports this move as it will reduce the number of transients in our neighborhoods
  • Firehouse room may be available for use now that the use has changed. I will look into reserving that room for our next neighborhood meeting as it will be easier to access than the Maeser school.
